instance, on the preparation of plans for the rehabilitation and reorganisation of the Harbour services on the lines recommended by Sir David Owen. If Lord Leathers agrees with this view, Oclonel Stanley would be grateful for advice as to the terms which it would be necessary to offer to secure a suitable candidate for this post, and for any assistance which the Ministry may be able to give in obtaining the services of a sui sable candidate.
It is regretted that very few copies of
Sir David Owen's Report are now available and I an accordingly to request that the enclosed copy may be returned to this Department as soon as possible.
I am to end that, in Colonel Stanley's view, the appointment of a suitable person to proceed with the preparation of the necessary plans is now becoming a matter of some urgency.
